Bank account
To open an account, you need to produce personal identification (a residence permit or passport), proof of your home address in France (phone or electricity bill), and proof of earnings.
It is best to choose a major bank with a widespread national network.
Customs
You come from an EU State
They are no customs formalities.
You come from a non EU State
You must provide the customs with :
- Two copies of a detailed, estimated, dated and signed inventory of all your goods (furniture, vehicle ...) in double copies. Download moving inventory list
- Any document justifying the transfer of residence (passport, contract of employment, certificate of change of residence issued by the French consulate)
- Certain items are subject to particular formalities in all cases of transfer of residence : weapons and munitions, cultural items, threatened species of fauna and flora...
Driving licence
You hold a foreign licence (outside the European Union)
- You must exchange it for a French licence within one year of your arrival in France.
Apply to the Prefecture.
- Your licence must have been obtained during a permanent stay of 6 months at least in the foreign country
- Your licence must be still valid
- It must be in French or be accompanied by an official
translation
- It must have been issued by a country having an agreement of
reciprocity and then possible to exchange with a French licence.
You hold a licence from an EU
- You are allowed to drive in France for one year from your arrival date
- You must obtain the French driving licence during this period to
comply with the French regulations (inquire at your Prefecture)
Formalities on arrival in France
You come from a European Union member state
The are no formalities
You come from a country outside the European Union
You may be able to import your personal belongings tax-free.
Necessary conditions :
- You must have been a resident abroad for more than 12 months
- You must have owned your goods and used them for more than 6 months
Documents to be supplied:
- A detailed, estimated, dated and signed inventory of your belongings
- Any document proving that your usual place of residence was abroad
- Any document proving your current residence in France: certificate of change of residence.
Note : the import of vehicles is regulated. Your vehicles must meet French standards.

Insurance
Principle
The maritime insurance covers all the possible risks during maritime forwarding from your residence to destination :
- Loss and theft
- General Average
- Deterioration
- For your personal effects and your vehicles
Steps
- Expressly request insurance for your move
- Draw up a precise and estimated inventory of your property
- Have the condition of your vehicle assessed at the estimated time of your mover’s liability acceptance
- Sign your inventory and keep a copy
- Sign the freight bill issued by the company dealing with the collection of your belongings
- Note down on this document any problems that might occur
- Keep carefully a copy of the freight bill
Complaints
- If there is a problem with the delivery :
• Note precisely quantitative and qualitative reserves on the freight bill, which is given to you by the delivery man
• Keep a copy of this freight bill
• Call the average starter mentioned on your insurance document to validate the damage undergone
• Confirm your reserves by registered mail with acknowledgement of receipt to the company, which dealt with your operations, within three days after delivery date.
• Have the condition of your vehicle assessed on recovery
- Documents to be supplied :
• Original insurance certificate
• Original invoices for the goods and any (possible) sundry expenses
• Original transport documents - maritime bill of lading
• Estimated and signed inventory drawn up on depositing the goods
• Original letter of complaint + written acknowledgement of receipt
• Original of the delivery slip-bill of lading
• Condition of the vehicle on depositing and arrival
Medical inspection
A medical inspection is required to prove you are medically fit to take up a post in France. This inspection includes a medical examination, X-rays and blood tests.
Pets
Dogs, cats and ferrets :
The European Union has adopted new measures for the import of pets (dogs, cats and ferrets):
- Each family is limited to 5 animals. Every animal must be at least 3 months old (or otherwise travel with the mother).
- Every animal must be identified by a microchip (standard ISO 11784/11785) or a tattoo. If the microchip standard is different, you must bring your own scanner in order to read the microchip
- Every animal must have a valid rabies vaccination (if it is the first rabies vaccination for the pet, you must wait 30 days before departure)
- The health certificate will be valid for 4 months after signature by an official veterinarian (certified by the USDA) or endorsement by the competent authority (USDA)
- The blood test is not required for animals coming from Canada and the United States
Pet rodents (rabbits, hamsters, mice...):
You may bring into France a maximum of 5 pet rodents. The rodent must be accompanied by a health certificate (in French), issued no longer than ten days prior to arrival in France by a national licensed veterinarian of the country of export.
Pet reptiles not intended for sale
You may bring into France a maximum of 5 pet reptiles (by family), provided:
- They are not sold under any circumstances;
- They are accompanied by a health certificate issued no longer than ten days prior to arrival and bearing the signature of a licensed veterinarian of the country of export
- They must be free of disease (in particular, skin lesions)

Registration
- You must clear your car through Customs if it is coming from
a country outside the European Union (customs house)
- If your car comes from an EU member state, check its tax situation
(with the Vehicle Tax Office)
- You must register your vehicle within 6 months of your arrival (with your prefecture/department of vehicle registration).

Short stay or resident’s permit
You must apply to the French Embassy in your home country and go to the town hall of your place of residence once in France.

Taxes
You must fill in a tax return for your total income
- If you received income from France when you were abroad, you
must apply to the Tax Office for non-residents.
- If you did not receive any income from France, you must apply
to your area tax office
You must give your new address to the Tax Office which dealt with your file.

Welfare and health insurance
If your are considered as mandated by the Welfare department in your
Country :
You will be covered by the welfare and health insurance of your home country.
You will be exonerated from insurance contributions in France.
Attention: check if your host country has drawn up a welfare and health agreement
with France. If not you will have to pay the contributions also to the local
authority.
If you are considered as an expatriate by the Welfare department of your home
country :
You will depend entirely on the French welfare system. Moreover, you can subscribe to
optional cover compensating for any eventual difference in payment.
